Hrayr Fransikovic Hakobyan was born in the village of Bazarchay, Syunik region, Armenia.

In 1977, he was drafted into military service.
After being demobilised, he entered the Armenian Agricultural Institute in the Faculty of Accounting,
which he graduated in 1982.

The Yerevan Champagne Wine Factory OJSC was privatized (founded in 1930) and reorganized into an Open Joint Stock Company. Until his day it is one of the largest producers of alcoholic beverages in Armenia.
